The plea filed by NGO Association for Protection of Civil Rights and others also sought a direction to the Centre to refrain from preparing the National Register of Citizens.
A bench headed by Justice Dipak Misra said it will first go by the Committee of Administrators (COA) fourth status report and then will look into the contempt petition filed by CAB.
The apex court had earlier refused to stay the Centre's decision to grant 10 per cent quota in jobs and admissions to poor candidates in the general category.

The Office of the United Nations High Commissioner for Human Rights has approached the Supreme Court seeking to intervene in the hearing on the Citizenship (Amendment) Act, saying there was a need to take into account the "international human rights law, norms and standards" in the proceedings.
